TWICE OPPOSES THE SECRET CHARTER!

     On February 21, 2010, the North County Times recommended a "NO" vote on the proposed Charter.  Again, after meeting with Citizens Against Charter and former Oceanside Chamber of Commerce President Jerry Salyer, the paper recommended a "NO" vote on Prop K.

  There was absolutely NO citizen involvement in this secret backroom deal. "The public did not participate in any piece of the charter-shaping process....what should have occurred to get to this point was a series of open, public meetings to air ideas for a charter, a transparent examination of the best practices demonstrated by other cities ... and a full and free debate ---- including opportunities for public comment."

What is "Home Rule"?
Home Rule supposedly means that the City exercises more power over the way it runs the City.
What it really means is the politicians
take power away from the citizens.

Charters cannot prevent the state from taking our money and we still have to pay for unfunded mandates!

Home Rule and Local Control are words designed to confuse the voters
while the City Council takes your power.

What if the council majority changes? Most changes in a charter city can be accomplished by a simple majority vote of of council. That's ok if your folks are on the council now? What about later? What if the council changes the rules for voting like Vista did as their first vote as a Charter City? That's right- less power to the citizens!

The proposed charter will not save the City any money and IS NOT taxpayer or business friendly! Proponents say the city 'could' have saved money on the new Senior Center and Mance Buchanon Park- absolutely NOT TRUE!

Each of those projects took state and/or federal funding. That means the City had to pay prevailing wage, so there would have been NO savings! This letter states that even state grants must pay prevailing wage. click here

Charters can cost money and lead to abuses from the politicians.   The League of CA Cities says it is easier to tax and assess under a charter city.

Dixie Bales, co-chair of Citizens Against Charter and a longtime community volunteer, calls Oceanside's charter proposal "an insult to the intelligence of the people" because they had no say in its preparation.

"A charOceanside Pierter gives vastly increased power to city councils, and in this case, to the developers since they're the ones who wrote it," Bales said.

"This charter does not save money. The City cannot avoid paying prevailing wage and cannot stop the state from taking the city's money!," said Nadine Scott, Co-chair of the group. "Lobbyists drafted this document in secret and will undoubtedly expect sweetheart deals in return."

Dixie Bales goes on to say, "Don't be fooled by the so-called Taxpayer group endorsements.  The endorsement of these groups is designed to misleading. Taxpayers will pay more under this charter!"
