     Disadvantages to forming a Charter City
  •     Exposure to legal challenges as to what constitutes a "municipal affair" versus a 'statewide concern'
  •    Limited case law, in comparison to general law cities, from which to evaluate legal exposure when applying charter language.
  •      Costs associated with charter amendments [Each amendment requires a vote by the people.]
    
     City Managers of non-chartered cities believed that becoming a charter city is not worth the effort.
     They said chartering a city could:
  • become a divisive issue and
  • chartering no longer provides significant financial benefits.
